“Compulsory social security is responsible for protecting workers (on their own or on other’s account) as well as their respective families against risks related to income reduction, reduced work capacity or in situations of increased burden.
In such regard, the competent bodies and services of the Social Security System shall, in close cooperation with social partners and other stakeholders, work in the preparation and adoption of the following short and medium-term measures:
l. National Plan for Preventing and Combating Tax Evasion - we are faced with the practice of tax evasion on a daily basis when workers fail to enrol themselves in the Social Security System or in case of noncompliance with tax obligations and other fraudulent practices regarding access to social benefits. Thus, the adoption of a National Plan to Prevent and Combat Tax Evasion is hereby justified. By means of information, training and awareness-raising, internal and external data control, improvement and modernisation of the revenue collection system (social contributions), improvement of inspection and audit procedures and the adoption of punitive and coercive actions, it proposes the prevention of unlawful acts regarding enrolment and contribution obligations as well as access to social benefits.
